During the 2003-04 school year, Springfield Public Schools conducted a significant outreach campaign to identify the community's vision of a quality education. The school district staff worked with a broad base of constituent groups from throughout thecommunity to identify strategies for delivering students that quality education. After conversations with more than 1000 people, including parents, students, staff, and representatives from 30 local groups, the Springfield Quality Education Model (S-QEM) was created. The S-QEM was adopted by the Springfield School Board in June 2004.
